Quantum’s Toelke Assumes Leadership Role from Hexagon Agility’s Babcock

NGVAmerica’s Virtual Pipeline Working Group Continues Growth in Influence and Membership

Washington, DC – NGVAmerica announces new leadership for its Virtual Pipeline Working Group for 2023. After assisting in the group’s development and serving four years at its helm, Chair Mark Babcock of Hexagon Agility will rotate the lead position to Steve Toelke of Quantum Fuel Systems.

Steve Toelke is Vice President and General Manager, Infrastructure Business Unit for Quantum. He is responsible for managing all aspects of the company’s Virtual Pipeline products in the United States and Canada. Since joining Quantum in 2016, Steve has held various leadership roles, including head of sales where he was responsible for achieving the company’s aggressive growth goals and significantly expanding the infrastructure business. He possesses over 21 years of automotive experience from various roles in engineering, operations, and sales and earned a bachelor’s degree in mechanical engineering from Michigan Technological University.

Mark Babcock is the Director of Business Development for Hexagon Agility’s Mobile Pipeline group. In this role, Mark works with an innovative team of experts in developing Distributed Energy Solutions for Natural Gas, Renewable Natural Gas, and industrial gases around the globe. Prior to joining Hexagon, Mark worked for Algas-SDI, another manufacturer in the virtual pipeline value chain and Irving Oil Company, a delivered natural gas supplier located in Atlantic Canada. Mark holds a bachelor’s degree in Civil Engineering from Tufts University and is a Licensed Professional Engineer in the State of Maine. Besides his leadership work with NGVAmerica, Mark is the incoming Chair of the Compressed Gas Association’s Natural Gas Task Force and a member of the American Gas Association’s Supplemental Gas Committee.

NGVAmerica’s Virtual Pipeline Working Group was founded in 2019 as a subset of NGVA’s Technology & Development Committee. The group focuses on government advocacy, public communication/awareness, and codes/standards/safety to promote the distribution of natural gas beyond the conventional pipeline infrastructure. Work products include Virtual Pipeline Fact Sheet development which identifies the safety, importance, and cost-effectiveness of CNG, LNG, and RNG delivery via regional and long-haul trucking. Members include gas producers, end users, gas utilities, fleets, and mobile pipeline equipment manufacturers.

Virtual pipelines play an important part in our nation’s energy economy, resiliency, and emergency preparedness by expanding access to natural gas and increasing its reach into areas underserved by conventional pipelines. Also known as mobile pipelines®, distributed natural gas, or off-system portable delivery, virtual pipelines serve to distribute CNG and LNG – sourced from either conventional or renewable natural gas (RNG) – in mobile containers from a wide variety of sources such as the conventional natural gas pipeline infrastructure and natural gas processing plants that produce LNG or RNG.
